CNN investigation caught North Korea’s latest attempt to avoid sanctions by using fishing business and front firms, catching North Korean fisherman red handed on boats in Maputo, Mozambique. 
US officials have long said that money from these businesses goes straight to Kim Jong Un’s nuclear missile programme. 
UN and US investigators are looking closer at at least 11 African countries’ relationship to North Korea.

North Korea’s Kim Jong-un has been caught breaking UN sanctions

Speaking to CNN, Hugh Griffiths, chief investigator of the UN Panel of Experts, listed a number of military activities between the countries, all of which have been banned under sanctions since 2006.
He said: ”Air missiles, manned portable surface-to-air missiles, military radar, air defense systems, the refurbishment of tanks — it’s a long list.”
“The foreign currency generated and the revenues generated from all of this conventional military activity can be used to fund the DPRK — that’s North Korea’s — prohibited nuclear and ballistic missile programs.”
Documents reviewed by CNN show that the cooperation is sealed with illegal contracts worth millions of dollars with the money being funneled through regionally based North Korean diplomats to Pyongyang, 7,500 miles away.

The UN revealed its investigation into military links between Mozambique and North Korea in a 2017 report, but cooperation between the two countries is more substantial than earlier thought.
The panel produces biannual reports to reveal alleged sanctions violators. They previously reported alleged North Korean military links to Mozambique worth at least $6 million with a front company called Haegeumgang being used to run the operation.
Officials at Mozambique’s ministry of defense declined to speak with CNN and didn’t respond to specific queries on military ties.
CNN gained access to official communications between the Mozambican military leadership and North Korean representatives. In 2015, Mozambican officials invited North Korean military technicians to the country, the documents show.

Michael Sheen has tweeted his approval of a new image that has surfaced of him on a supermarket bag for life.
The actor said in a Twitter post that he was “honoured” to be featured in the drawing by Welsh graffiti artist Bagsy.
Bagsy, an anonymous artist whose signature bears a resemblance to that of anonymous street artist Banksy, operates in the Rhondda Valleys.
The artist also tweeted a picture of a bag for life featuring Welsh footballer Joe Allen.
Previous ballpoint pen images include Plaid Cymru leader Leanne Wood and 19th Century mine-owner Archibald Hood.
Bagsy, whose gender remains unknown, also tweeted they might stage an exhibition in the Rhondda “soon”.

‘Hope’ for rule change to check found pets for microchips

Animal campaigners have said they are “hopeful” about a bid to make it compulsory for pets found by council workers to be checked for microchips.
A petition to the assembly calls for the checking of microchips in all pets, dead or alive, to be mandatory.
The petitions committee will now write to the six councils that do not check animals to inquire about their policies.
Campaign group Cats Matter said it “held out hope” the rules would change.
Only Gwynedd, Anglesey, Cardiff, Newport, Blaenau Gwent and Neath Port Talbot councils do not routinely scan animals – the rest do “when they deem the animal is in a state to do so”.
The petition called for all domestic animals to be covered, regardless of their condition, and for their owners to be notified when they are found.
A Cats Matter spokeswoman said: “It’s not the desired outcome really, unfortunately. However, we do see the positives and it is much better than just simply closing the petition.
“One of the main reasons we wanted a law change was because so many cats still slip through the net, and dogs of course, at the councils who do have scanners.”

RSPCA Cymru backs mandatory identification of pets killed on highways so owners know what happened to them.
A petitions committee spokesman said it would consider the councils’ policies “before making any further decision regarding the petition”.
Drivers are only obliged to stop and report an accident to police if they hit a dog, horse, cow, pig, goat, sheep, donkey or mule.
Gwynedd Council said as owners were not legally obliged to microchip their cats and it had “huge pressures” on its budget, officers did not scan dead animals for microchips.
Newport council said it would respond to the petitions committee when the authority was contacted.
Anglesey, Cardiff, Blaenau Gwent and Neath Port Talbot councils did not respond to a request for comment.

Man arrested after disturbance in Inverness

A 35-year-old man has been arrested following a disturbance involving three men in the Merkinch area of Inverness.
Police said the incident happened at about 02:00.
Two men, aged 34 and 24, were injured and taken to Raigmore Hospital.
Detectives have urged anyone with information or who saw anything unusual in the Huntly Street and Gilbert Street areas in the early hours of Saturday to contact them.

Candle vigil for missing Loch Fyne fishermen

A candle has been lit at a vigil for two fishermen lost in Loch Fyne last month.
Przemek Krawczyk and Duncan MacDougall, who both lived in Tarbert, were on board the 40ft Nancy Glen TT100 fishing vessel when it sank on 18 January.
The alarm was raised by a third man who got off the trawler before being rescued by the crew of a passing boat.
On Saturday the local community joined together for a service to show their support for the men’s families.
The Clyde Fishermen’s Association has set up a fund aimed at recovering the bodies of Mr Krawczyk and Mr MacDougall and providing support for their wives and children.

On Saturday, coastguard teams carried out final searches of the coastline.
Senior coastal operations officer David Graham said: “Since the initial searches were carried out our volunteer coastguard teams have been carrying out patrols on both side of Loch Fyne on a daily basis.
“Unless the situation changes, today will mark the end of our activity.”

The service, held at the harbour, was led by the local churches and the fishermen’s mission.
Speaking ahead of the service, Clyde Fishermen’s Association chairman Kenny McNab said: “We will light a candle and that candle will stay lit until the boys are recovered from the Nancy Glen.
“It was a request that came from a fair number of people in the village who wanted to do this, so the harbour authority very kindly set it in motion.
“During everything that has happened in Tarbert over the last two weeks, the people have been absolutely amazing. The community spirit is strong.”

Newry: Woman arrested over human trafficking

A 29-year-old woman has been arrested in Newry, County Down, on suspicion of human trafficking for sexual exploitation, police have said.
She is also being held on suspicion of controlling prostitution and money laundering.
The woman was arrested by officers from the modern slavery and human trafficking unit during the early hours of Saturday morning on the Tandragee Road.
She remains in custody.
Detective Chief Inspector Mark Bell said the arrest was part of a “pro-active investigation into human trafficking for sexual exploitation and the activities of a criminal gang believed to be operating in Northern Ireland”.

Birmingham teen arrested on suspicion of terror offences

A 16-year-old boy has been arrested on suspicion of distributing a terrorist publication.
The teenager from Sutton Coldfield, Birmingham, who cannot be named for legal reasons, was arrested as part of an intelligence-led operation by West Midlands Counter Terrorism Unit.
West Midlands Police said there is no immediate threat to the public.

He is being held at a police station in the West Midlands and remains in custody, the force added.

Man arrested after six-hour stand off in Bournemouth

A man has been arrested after a six-hour stand-off with police at a house in Bournemouth.
Specialist firearm officers were called to reports of a women being held hostage by an armed man in Parley Road shortly after 07:00 GMT.
She was found outside the property and was uninjured.
A 42-year-old man was later arrested and a loaded crossbow and two weapons, believed to be imitation firearms, were seized by officers.
He is being questioned on suspicion of possession of an imitation firearm, affray and false imprisonment.
A cordon was set up and Parley Road and Malvern Road were closed throughout the morning.
Ch Insp Dean O’Connor, of Dorset Police, said: “I am aware that this has taken quite a few hours and I would like to thank those residents directly affected by the closure.”

Woman killed and three injured in Ferryhill car crash

A woman has died and three others were injured in a head-on collision in County Durham.
The 18-year-old, who has not been named, was killed in the crash between a Fiat 500 and Audi A3 on the B6287 near Ferryhill at 20:25 GMT on Friday.
Durham Police said a 19-year-old male passenger in the Fiat and two men aged 26 and 27 in the Audi were injured and taken to hospital.
A force spokesman appealed for any witnesses to come forward.
